Industry giants like ExxonMobil, Shell, and BP were brought in to spearhead developments worth billions, representing the first major opening of the Kingdom's upstream sector since its nationalization decades prior.

ExxonMobil emerged as a dominant partner, leading two of the three "Core Ventures" designed to modernize the nation's energy infrastructure. These projects were uniquely complex, integrating gas extraction with power generation and water desalination to fuel the Kingdom's rapidly expanding industrial base.

This initiative signaled a strategic evolution, placing natural gas in a more prominent role alongside crude oil to ensure long-term market stability. By leveraging global capital and technical proficiency, Saudi Arabia optimized its vast reserves, laying the groundwork for the integrated energy systems that define the region today.
