John F. Kennedy brought youthful optimism and a unifying vision to the U.S. during a pivotal time. His influence on oil policy was evident in his reforms to the Mandatory Oil Import Program (established in 1959).
Under his administration, efforts were also made to monitor the newly formed OPEC, which was beginning to assert its influence over global oil pricing and production.
